Shanghai despatch No. 213 of 8.6.38. (claim in đupli-
cate)
With reference to your telegram to the
Foreign Office No. 691 of the 3rd June and to my
semi-official letter of the 14th June regarding
claims by British subjects in respect of losses
suffered as a result of Japanese attacks on shipping
at Wuhu and Nanking in December last, I transmit to
you herewith a copy of a despatch from His Majesty's
Consul-General at Shanghai enclosing a statement of
damage by Mr. E. Mayell who was on board the U.S.S.
"Panay" when she was bombed.

I should be grateful if Your Excellency
would present Kr. Mayell's claim for compensation
to the Japanese Government.
